General Description of the HR Outsourcing Service

We act as an employer of record for employees operating in support of your organization in Uganda. Our company can recruit, and contract staff on behalf of your company, following the guidelines and job descriptions as provided.

We can also provide timely invoices, including all defined costs related to the employment scenario (i.e. Worker’s salary, all social taxes, administrative fees, and any local sales taxes that might apply).

HR outsourcing is a contractual agreement between your company and Houston Executive Consulting whereby your company (Employer) transfers the management of, and responsibility for, certain HR functions or the entire HR Function to us.

Under the HR Outsourcing Service, the Employment responsibilities are typically shared between our company and your business (employer).

Your company retains management control over the work performed by the employees, whereas Houston Executive Consulting assumes co-responsibility for benefits, taxes, and payroll.

As co-employer, Houston Executive Consulting pays the wages and employment taxes for worksite employees out of its account, collects and reports taxes to URA, NSSF, and other government bodies.

We also maintain a long-term relationship with worksite employees and legally have the right to hire, terminate and reassign employees. Your company reimburses us for these expenses and pays a monthly administration fee based on the number of employees involved.

Payroll Management Service

  • Prepare monthly Payroll Schedule, identifying all due dates including but not limited to changes, timesheets, expense reports, payments, etc.
  • Payment of salaries to employees. Facilitate distribution of Worker payments for compensation, including salaries and supplemental income (overtime, benefits) as directed by your organization.
  • Facilitate distribution of your approved worker expense reimbursement
  • Withholding and payment of all required taxes on those payments to relevant authorities. Process monthly contributions to the Social Security Administration, or similar authorities, on behalf of our clients
  • Maintain timesheet records, vacation, and sick leave balances, etc. for each employee
  • Provision of market-based salary and benefits advice to your organization
  • Report in detail, as required and agreed, on salaries and benefits paid to employees.

Compliance  

  • We ensure compliance with all applicable laws related to employment and social costs, including labor laws, rules, regulations, codes, ordinances, and orders, as well as data security/privacy laws.
  • We Notify your organization of any change of local labor law which increases (or decreases) employee costs and affects your budget, included but not limited to social security obligations, tax on salary, etc.
  • We also guide you in regards to recouping the costs of any lost or damaged equipment at your request.
  • Assist your organization with data for audits as well as providing your staff with guidance on record maintenance in the local field office location.
  • We report with immediate effect of any data breaches.
  • We ensure all appropriate licenses and/or registrations necessary for the employment of workers in the country are completed.

Human Resources Management

  • Where legally viable and in line with the local employment legislation of Uganda, facilitate certain requested HR procedures and processes such as performance reviews, staff evaluations, disciplinary procedures, promotions, and similar events
  • Our company can maintain accurate records related to each worker
  • We also ensure reporting of any serious issues raised like sexual harassment

Deliverables

  • Copy of signed employment contracts
  • Copy of human resource files maintained for each employee
  • Monthly pay-slips and bank deposit confirmation for all payments made for employees and payments to government administration authorities as required by law
